PIE Consultancy was established in 1994, as a specialized division of PIE International Education Services. PIE Consultancy (PIE) continued operating as a specialized division of PIE International Education Services until 2003, when it was incorporated as a separate company, in its own right. The establishment of PIE was a strategic move aimed at optimizing on the synergies generated through the services provided by PIE International Education Services.  

Soon after its incorporation, PIE entered an association agreement with TOURISTCONSULT of Basel, Switzerland (now known as TOURISTCONSULT Gotthard Frick of Bottmingen, Switzerland but here also referred to as TOURISTCONSULT or simply TC). TC is one of the most reputed consulting companies in the hotel and tourism industry in the world. TC was commissioned by the government of Switzerland to establish and manage the world famous Kenya Utalii College from 1973 to 1983, and thereafter to manage the technical aid until 1999 when the project came to an end.
